Visibility Vests are now compulsory in Italy, Austria and Spain (and likely to become compulsory throughout the EU).

In Spain you need a vest for every occupant of the car, and they must be carried inside the car, rather than in the boot.

Wear one if you break down at the roadside or on a motorway.
